Reporting methodology
How we count comes before how many.
Public reporting begins with our first completed reporting period.
Reporting period
A reporting period is a calendar quarter. The first public reporting period is the first full calendar quarter in which relevant filing activity occurs.
Status definitions
Seven public statuses. Every matter is reported under exactly one.
- Filed
- A copyright removal request has been submitted to the platform.
- Pending
- The platform has the request and has not yet issued an outcome.
- More information requested
- The platform asked for additional information and the request is on hold until we respond.
- Platform removal confirmed
- the platform confirmed removal or disabling following our request.
- Content unavailable
- the material is no longer accessible and the cause is not confirmed; not counted as a Bureau removal.
- Retracted
- The Bureau withdrew the request, and the withdrawal is recorded in the case file.
- Restored
- The platform restored the material through its own process, and the case record reflects the restoration.
Counting methodology
A case is not a filing. A filing is not a URL. A URL is not a work. The four counts are reported separately and are never combined into one number.
- Case
- A matter we accept for a copyright owner, tracked under one Bureau case number.
- Filing
- A single removal request submitted to a platform. One case may involve several filings.
- URL
- A single address named in a filing. One filing may name several URLs.
- Work
- A single claimed original. One work may be the subject of several cases.
Result attribution
Only Platform removal confirmed is attributed as a removal result. Every other outcome is reported under its own status — including material that becomes unavailable without platform confirmation.
Corrections
Public reporting follows a published counting methodology. If a published figure is wrong, we correct it and record the revision with a date.
No reporting corrections have been published.
No vanity metrics
We do not publish revenue-saved estimates, prevented-impression counts, or extrapolated damage figures. A number that cannot be audited does not appear on this site.
